Indigenous rights and services in Vale do Javari
Overview
In early October 2026, the Amazonas Public Defender's Office (DPAM) and the Union of Indigenous Peoples of the Vale do Javari (Univaja) signed a technical cooperation agreement to expand free legal assistance for isolated indigenous communities, focusing on civil documentation and family law. The partnership aims to address historical barriers to justice by respecting local social organization and culture to reduce linguistic and cultural obstacles.
By late October, the focus shifted to electoral access. The Electoral Court of Amazonas initially denied a request from Univaja to provide free fluvial transport, food, and drinking water for voters from 43 villages during the second round of the 2026 elections. Judge Dálethe Borges Messias of the 42nd Electoral Zone cited that the request, filed on October 13, was submitted outside legal planning deadlines, lacked specific budget allocation, and presented logistical complexities due to low river levels across the 8.5 million hectare territory.
Following the denial, the Workers' Party (PT) petitioned the Amazonas Regional Electoral Court (TRE-AM). This led to a meeting involving the TRE-AM, municipal authorities, and Univaja. By October 22, indigenous leaders confirmed that free transportation and logistical support would be available for the second round. Jaime da Silva Mayuruna, president of Univaja, stated that indigenous organizations have mobilized to ensure the necessary fuel for river transport to cover all villages across the river basins.
To support the second round of general elections, Brazil is deploying approximately 25,000 military personnel from the Navy, Army, and Air Force to assist the Electoral Justice system with security and logistics in hard-to-reach areas. In Amazonas, the TRE-AM has begun distributing over 4,000 voting machines. In Manaus, logistics involve more than 60 vehicles, while in rural and riverine areas, low river levels due to drought continue to complicate the transport of materials.
