Amsterdam officials debate response to rising homelessness and drug use

Amsterdam and other Dutch cities are facing increasing pressure from rising homelessness and drug use in public spaces. Amsterdam Mayor Femke Halsema has called for structural national measures, noting that municipalities cannot solve these issues alone. The crisis is linked to a combination of housing shortages, mental health challenges, and crack cocaine use.

In Amsterdam, the council is divided over how to respond. While some advocate for more repressive measures to address public nuisance and insecurity, others favor an assistance-based approach. The mayor has proposed abolishing fines for sleeping outdoors to prevent further debt among the homeless, though law enforcement has expressed concerns that this limits their ability to manage disturbances.

In Groningen, local officials are also grappling with the ‘waterbed effect,’ where enforcement in one area causes drug use and homelessness to shift to another neighborhood. Mayor Roelien Kamminga has emphasized that while enforcement is necessary, it is not a long-term solution, and new shelter facilities are expected to eventually alleviate street-level pressure.
