Anac implements new penalties for unruly passengers in Brazil

New regulations from the National Civil Aviation Agency (Anac) have taken effect to penalize unruly passengers in Brazil. Under Resolution No. 800/2026, individuals whose behavior compromises safety, order, or the integrity of people at airports or on aircraft face severe consequences.

Infractions are categorized by severity. Minor acts may result in formal warnings. Serious or very serious offenses—including physical aggression against crew, sexual harassment, or unauthorized attempts to access the cockpit—can lead to administrative fines with a base value of R$ 17.5 thousand. For the most severe cases, passengers may be placed on a national “no-fly list,” suspending their right to board domestic flights for periods ranging from six to 12 months.

To enforce these rules, airlines and airport operators are authorized to take immediate action, such as passenger containment or removal from the aircraft. Furthermore, airlines will share data through a national registry to ensure suspended individuals cannot book new tickets or check in with other carriers. These measures follow a reported increase in misconduct, with the Brazilian Association of Airlines (Abear) noting 881 incidents in the first half of 2026, a 22% increase compared to the same period in 2025.
