Brazil aviation regulatory updates

Brazil’s National Civil Aviation Agency (ANAC) has implemented new regulatory measures to address passenger conduct and operational transparency.

In August 2026, ANAC introduced Resolution No. 800/2026 to combat rising incidents of unruly passengers. The regulation categorizes misconduct into less serious, serious, and very serious levels. For very serious offenses, penalties may include administrative fines and the suspension of domestic air travel privileges for six to twelve months. This measure follows data from Abear showing an increase in unruly passenger occurrences between 2024 and 2025.

Simultaneously, through Regulatory Ordinance No. 55, ANAC established standardized codes to track the specific causes of flight delays and cancellations within the Electronic Flight Registration System (SRV). Airlines are now required to use specific categories—such as airport infrastructure, air traffic control, or third-party strikes—rather than generic descriptions. This structured data will be shared with the judiciary via the INFOVOO platform to assist judges in determining airline liability in consumer lawsuits by distinguishing between company failures and external factors.
