ANAC introduces stricter penalties for unruly air passengers in Brazil

Brazil's National Civil Aviation Agency (ANAC) has introduced Resolution No. 800/2026, establishing stricter penalties for unruly passengers at airports and on aircraft. Effective primarily from September 14, 2026, the new rules aim to protect crew members, passengers, and operational safety.

Under the new regulation, misconduct is categorized into less serious, serious, and very serious behaviors. Consequences for very serious offenses may include administrative fines and the suspension of domestic air travel privileges for periods of six to twelve months.

The move follows a rise in incidents reported by Abear, which noted 1,764 occurrences of unruly passengers in 2025, compared to 1,059 the previous year.
