Turkey Ministry of National Education implements new joint exam system
The Turkish Ministry of National Education (MEB) has launched the Joint Written Exam System (OYSS) for middle and high school students. The first phase of exams is scheduled to continue until November 13, 2026.
The new system aims to standardize academic evaluations and reduce inequalities in the Secondary Education Success Score (OBP). By using artificial intelligence to monitor grading processes, the ministry intends to prevent grade inflation and ensure that students from different schools are evaluated against comparable criteria.
Under the new model, assessments will shift from rote memorization toward analytical skills, utilizing open-ended questions, real-life scenarios, and data interpretation. Additionally, the system is designed to improve oversight of school irregularities; notably, 74 school licenses have been revoked in the last 18 months due to detected misconduct.
