ANCE urges Italian Parliament to confirm environmental decree simplifications
Stefano Betti, Vice President for Ecological Transition at ANCE (National Association of Construction Companies), testified before the Chamber of Deputies' Environment Commission regarding the conversion of Decree-Law No. 177/2026, known as the 'Dl Ambiente'.
Betti advocated for the confirmation of simplifications intended to accelerate environmental procedures, strengthen the circular economy, and improve land remediation efforts. He emphasized that the measures aim to provide clearer, more proportionate rules that focus oversight on actual risks rather than increasing bureaucratic burdens.
A key focus of the testimony was the management of excavated earth and rocks. Betti argued that these materials should be treated as reusable resources rather than waste to be disposed of. By allowing for on-site reuse, the industry can reduce transport needs, quarry extractions, and CO2 emissions.
Additionally, Betti supported Article 185-ter, which introduces a 20 cubic meter threshold for small construction sites involving networks, connections, and maintenance. This measure is intended to reduce administrative requirements for smaller enterprises. The decree also establishes limits for temporary storage, set at 4,000 cubic meters, with a maximum of 800 cubic meters for hazardous waste.
