The United Nations High Commissioner for Human Rights, Volker Türk, has urged the Portuguese Parliament to withdraw or revise legislative projects concerning gender identity presented by the PSD, Chega, and CDS-PP parties. In a letter to the President of the Assembly of the Republic, Türk warned that these proposals could conflict with international human rights treaties ratified by Portugal, specifically noting that requiring medical validation for legal gender changes might 'pathologize' gender identity and infringe upon privacy and autonomy.

The legislative projects, which were approved in general in March and are currently under specialty discussion, include measures such as mandatory medical certification for changing names and sex in civil registries. The Chega party's proposal also seeks to prohibit medical treatments for gender dysphoria in minors under 18.

Portuguese political parties have rejected the UN's intervention. Chega leader André Ventura stated the party will not withdraw its initiative, arguing that allowing children to change sex is unjustifiable. The CDS-PP party characterized the UN's appeal as 'unacceptable interference' in the national legislative process, maintaining its stance to prevent hormone therapies for minors. The PSD has also indicated it has no intention of withdrawing its project.
