Russia increases military spending amid hybrid threat warnings to Europe

European officials and NATO leaders are warning of heightened security risks due to Russian hybrid warfare and military escalation. EU Defense Commissioner Andrius Kubilius has called for a ‘hybrid defense’ to counter increasing hybrid threats, stating that Europe’s response to such attacks must be ‘as painful as the attacks themselves.’ Recent incidents attributed to Moscow include an arson attack on a drone manufacturer in Estonia and a drone attempt targeting cargo planes at Germany’s Leipzig/Halle Airport.

Simultaneously, tensions are rising regarding the Kaliningrad region. Vladimir Putin has warned NATO that any escalation in the area could prompt a response using all available means, including nuclear weapons. This rhetoric comes as Russia shifts its domestic priorities toward a war economy. Government documents indicate that while military spending is projected to rise by 27 percent in 2027 to approximately 178 billion euros, social policy funding, including pensions and education, is expected to decrease by 7 percent.
