Andy Burnam unveils devolution‑focused economic plan ahead of UK premiership bid
Andy Burnam, the former Manchester mayor and leading candidate to succeed the resigned UK prime minister, delivered his first major speech outlining an economic programme. The plan centres on radical devolution, giving regional mayors greater control over social housing, welfare benefits and education, and pledges to boost growth without raising income tax.
Former prime minister John Major criticised Burnam’s lack of foreign‑policy experience, arguing that his local‑government successes do not prepare him for international challenges. Major also questioned the Liberal Party’s fiscal stance, saying it could drive business away. Burnam rejected the criticism, saying his outside‑London perspective is an asset and reaffirming his commitment to decentralisation and fiscal stability.
The debate comes as the party’s leadership contest nears its July deadline, with Burnam expected to be confirmed as leader pending the final vote.
