Burnham set to become PM amid tax, energy & capital flight

Andy Burnham secured the backing of 349 of the 403 Labour MPs, making his election as party leader on 17 July virtually certain and paving the way for a royal invitation to form a government on 20 July. Burnham has reiterated that he will not call an immediate general election and will focus on regional devolution, economic growth, and reforms to tax and energy policy. His Treasury team is preparing an autumn budget that could incorporate a land‑value tax, utilities nationalisation and a defence target of 3.5 % of GDP. The proposed £38 billion “tax raid” on the wealthy – a care levy on estates, alignment of capital‑gains tax with income tax, a national‑insurance charge on landlords and a 1 % property levy – has drawn warnings that it could trigger the largest outflow of mobile capital in a generation. Analysts note that Britain lost around 16,500 millionaires in 2025, taking roughly $91.8 billion abroad and prompting 88 firms to delist from the London Stock Exchange.
Industry groups, trade unions and business organisations have written to Burnham urging approval of new North Sea oil and gas projects such as the Jackdaw gas field and Rosebank oil development, arguing they create jobs and reduce reliance on imports. The Confederation of British Industry and Energy UK have also called for a cut in energy levies – including the Renewables Obligation, Feed‑in Tariff and Climate Change Levy – to lower business electricity costs by up to 20 %.
