Andy Burnham adopts policies from leaked Keir Starmer survival plan

Leaked official documents from Downing Street reveal that Andy Burnham has adopted several policy proposals originally drafted as a survival strategy for Keir Starmer. The 50-page dossier, marked ‘official sensitive’ and created in late April, outlined a blueprint to sustain Starmer’s premiership through themes of economic, energy, and national security.

Key proposals in the document included fiscal devolution for elected mayors, public transport discounts, and measures to combat fraudulent high street shops. Since taking office, Burnham has implemented several of these ideas, including moves toward devolving tax and spend powers and extending discounted bus fares.

The leak suggests that many of the current government’s radical initiatives were part of a pre-existing plan to stabilize the previous administration rather than being entirely new components of Burnham’s promised ‘new path for Britain’. Other ideas mentioned in the dossier included tax incentives for the AI industry, bio-defence labs, and reforms to capital and property taxes.
