Andy Burnham proposes reviewing alcohol ban in English football stadiums
Andy Burnham has reignited the debate regarding the ban on alcohol consumption in English men’s football stadiums. The current legislation, introduced in 1985 to combat hooliganism and stadium violence, prohibits fans from consuming alcohol in any area where the pitch is visible during the first five levels of English men's football.
Burnham, an Everton supporter, has characterized the rule as anachronistic and discriminatory, arguing that football fans should not be treated differently from spectators of other sports. He has suggested that the regulations could be reviewed, potentially through a trial phase, to modernize the rules.
While the government has indicated that Burnham’s comments may have been spontaneous and that no concrete legislative changes are currently being considered, the discussion follows precedents in women's football. Starting from the 2026/27 season, clubs in the Women’s Super League and WSL2 will be permitted to allow fans to consume alcohol in view of the pitch, with 25 of the 26 clubs in those divisions opting to adopt the change.
