Andy Burnham proposes UK devolution, council housing and fiscal stability in new economic blueprint

Former Manchester mayor Andy Burnham, now a Labour leadership contender, delivered a detailed economic programme for the United Kingdom. He described his approach as "Manchesterism", calling for state‑led investment, selective nationalisations and a strong devolution agenda. Key proposals include a major council‑house building programme – the biggest since the post‑war era – and the creation of a "No 10 North" office in Manchester to shift part of the prime ministerial function away from Westminster.

Burnham also pledged to keep to the fiscal rules set by the outgoing government, promising no extra borrowing or tax hikes while recognising the need for taxpayer‑funded support to ease cost‑of‑living pressures. He suggested that regional mayors, including an expanded role for London, would gain new powers over housing, education and welfare administration, aiming to reduce the overall cost of the welfare bill through better regional management rather than cuts.
