Andy Burnham refuses to rule out tax hikes in autumn budget

Prime Minister Andy Burnham has declined to rule out tax increases in the upcoming autumn budget, citing a difficult public financial situation. Speaking during an official visit to Ukraine, Burnham stated he would not be “unrealistic” regarding the nation's economic realities and emphasized that any fiscal decisions would be carefully considered and funded.

The government faces significant pressure ahead of the October 28 budget. Challenges include an unexpected rise in state borrowing and a potential funding gap of at least £4.7 billion related to the Defence Investment Plan. Additionally, fiscal headroom may have shrunk due to economic impacts stemming from conflicts in the Middle East, which have also contributed to a recent peak in inflation driven by energy and fuel costs.

While the government has implemented cost-of-living measures, such as capping bus fares and reducing VAT on domestic electricity, these initiatives require funding. Although the Labour manifesto committed to not raising income tax, national insurance, or VAT, the administration must now navigate the choice between spending cuts and potential revenue increases to address the budget deficit.
