UK PIP Review Says Disability Benefit Not Fit for Purpose
An interim report of the government‑led Timms Review has concluded that the Personal Independence Payment (PIP) disability benefit is “not fit for purpose”. The review, overseen by disability minister Sir Stephen Timms, found the assessment process “dehumanising”, “soul‑destroying” and “degrading” for claimants, with more than 90% of over 38,000 respondents describing it negatively.
The number of PIP claimants has risen sharply, exceeding four million in England and Wales, driven by increases in mental‑health conditions, autism, ADHD and other neuro‑developmental disorders. Spending on the benefit is projected to reach £41 billion by 2030, prompting concerns about fiscal sustainability. Timms said the interim findings do not include “crude cuts”, but call for “fundamental change” and a radical overhaul of the assessment system, with the final recommendations due in the autumn.
The review will be inherited by any incoming administration, notably the expected prime ministership of Andy Burnham, who will face pressure to balance welfare reform with controlling the growing benefits bill.
