ANEBE requests stability for spirits tax in Portugal's 2027 budget
The National Association of Spirits Companies (ANEBE) is requesting that the Portuguese government maintain the current tax rate on spirits at 1,602.51 euros per hectoliter for the 2027 State Budget. The association argues that fiscal stability can increase revenue without increasing the burden on companies.
A study conducted by ANEBE in partnership with EY, titled ‘Shadow Forecast’, indicates that tax revenue from spirits fell by 8.95% in 2024 following a 10% tax increase. However, revenue recovered by 3.86% in 2025 when the rate remained unchanged. ANEBE warns that the current Portuguese tax rate is approximately 40% higher than in Spain, and further increases could drive consumers to make cross-border purchases, diverting tax revenue to the neighboring country.
According to the study, maintaining the current rate could lead to tax revenues reaching 160.79 million euros next year and approaching 180 million euros by 2035. ANEBE Secretary-General João Vargas stated that fiscal stability is compatible with simultaneous growth in both business activity and tax collection.
