Portuguese industry tax policy advocacy

Overview

Various Portuguese industry associations are lobbying the government regarding taxation policies for the upcoming fiscal periods.

The National Association of Spirits Companies (ANEBE) has requested that the 2027 State Budget maintain the current spirits tax rate of 1,602.51 euros per hectoliter. Citing a ‘Shadow Forecast’ study, ANEBE noted that a previous 10% tax increase in 2024 led to an 8.95% drop in tax revenue, whereas revenue recovered by 3.86% in 2025 when rates remained stable. The association warned that Portuguese rates are approximately 40% higher than in Spain, which could encourage cross-border shopping.

Separately, the Association of Hotels, Restaurants and Similar of Portugal (AHRESP) is calling for the reinstatement of the 13% intermediate VAT rate for food and beverage services. AHRESP president Carlos Moura argued that the sector faces discrimination compared to competitors in Spain, Italy, and Cyprus. He criticized legislative inconsistency, noting that the rate has fluctuated between 13% and 23% since 2012.
