Angola energy sector sees major oil discoveries and massive investment plans

Angola is experiencing significant activity in its energy sector, highlighted by major oil discoveries and large-scale investment plans. ExxonMobil and the National Oil, Gas and Biofuels Agency (ANPG) announced a new discovery at Block 15 via the Vicango Este-01 exploratory well, marking the 20th discovery at that block in 30 years.

TotalEnergies also reported a significant discovery, Acacia-5, in Block 17. The company plans to fast-track development to achieve first oil within three months by utilizing the Pazflor FPSO, which is expected to add 6,000 barrels per day to production. Additionally, TotalEnergies has signed agreements to acquire a 40% operated interest in exploration blocks 17/25 and 32/21, and has committed to investing $10 billion in the country over the next five years.

Broadly, Angola projects over $70 billion in oil and gas investments over the next five years. The government is also pursuing economic diversification and modernization, including efforts to open the domestic bond market to international investors and implementing a $13 billion gas master plan focused on industrial hubs. Meanwhile, Afreximbank continues to support the sector, having invested nearly $2 billion to bolster local participation. Despite these developments, energy access remains a challenge, with approximately half of the population currently lacking electricity.
