ExxonMobil also reported a new discovery at offshore Block 15 via the Vicango Este-01 exploratory well, marking the 20th discovery at that block in 30 years.

The National Oil, Gas and Biofuels Agency (ANPG) projects total sector investments exceeding $70 billion over the next five years. To support these efforts, Afreximbank is exploring financing to increase local ownership in the sector, having already invested nearly $2 billion in Angolan energy. To further diversify funding, the Ministry of Finance is working to open the domestic bond market to international investors, while a $13 billion gas master plan focuses on industrial hubs.

Despite these developments, domestic challenges persist; the Minister of Energy and Water reported that approximately half of the population still lacks access to electricity. Inflationary trends have also stabilized, with the annual rate falling to 8.78% in August 2026.
