Angola introduces manual for public-private partnerships

The Angolan government has launched a Manual of Procedures for the Structuring of Public-Private Partnership (PPP) projects. The new instrument aims to standardize the preparation and implementation of projects, strengthen legal certainty, and improve conditions for private sector participation in financing public services and infrastructure.

Speaking in Luanda, the Secretary of State for Public Investment, Ivan Marques dos Santos, stated that the document addresses a previous gap in guidance available to both public institutions and private investors. He noted that while reform processes began in 2017 with updated legislation, an operational manual was necessary to guide project structuring.

The manual includes guidelines for conducting pre-feasibility and feasibility studies, as well as evaluating the financial sustainability of projects. This framework is intended to establish clearer, more predictable procedures to facilitate coordination between the state, companies, and financial institutions.
