Angola state asset privatization and investment reforms
Overview
The Angolan government is implementing measures to attract private investment and improve the management of state assets. The Institute for Management of State Assets and Participations (IGAPE) has initiated efforts to privatize Angola Telecom and the Special Economic Zone (ZEE) through public tenders. These processes aim to secure strategic partners with technical expertise who may participate in management and governance to enhance company performance.
To support these economic shifts, new regulatory frameworks have been introduced. IGAPE and the National Public Procurement Service (SNCP) established new rules requiring public enterprises to create internal procurement regulations to increase transparency and competition. Furthermore, the government launched a Manual of Procedures for the Structuring of Public-Private Partnership (PPP) projects. This manual provides standardized guidelines for feasibility studies and financial sustainability to improve legal certainty and facilitate private sector participation in public infrastructure and services.
