Angola to introduce new benefits for public servants

Angolan public servants are set to receive a new system of non-pecuniary benefits as part of a restructuring of the Pension Fund. This initiative is part of the Roadmap for the Implementation of the New Remuneratory Architecture (RINAR).

According to António Estote, a member of the technical group responsible for RINAR, the new system aims to provide access to services such as health insurance, training, housing credit bonuses, and the ability to acquire goods and services through installments. The reform seeks to replace discretionary decisions by ministries with uniform, clear rules for benefit allocation.

The broader RINAR reform aims to harmonize careers, functions, and remunerations within the public administration. By establishing a single structure for various careers, the government intends to ensure that roles with equivalent responsibilities receive corresponding remuneration, reducing the current dispersion caused by numerous presidential decrees.
