Angola public sector remuneration and reform

Angola is undergoing significant changes to its public administration and civil service compensation. Government reports indicate that monthly salary expenditures for the civil service have reached 245 billion kwanzas, supporting a workforce of 437,157 employees. The education and health sectors represent the largest portions of this workforce. To manage these costs and staff updates, the government is implementing a process to update employee categories for nearly 60,000 workers in the health, education, and justice sectors, a project expected to conclude by the first half of 2027.

Parallel to these expenditure trends, the government is introducing the Roadmap for the Implementation of the New Remuneratory Architecture (RINAR). This reform aims to harmonize careers and remuneration by replacing various presidential decrees with a single, uniform structure. As part of this restructuring, a new system of non-pecuniary benefits will be introduced, providing public servants with access to services such as health insurance, training, and housing credit bonuses.
