Animal welfare and shelter capacity in Italy
Reports from Italian animal shelters highlight ongoing challenges regarding capacity and the rehabilitation of rescued animals. At the Sill refuge, data provided by provincial assessor Luis Walcher indicates that as of June 2026, the facility faced high occupancy, with 31 dogs housed and only one kennel remaining free. Of these, 21 were considered difficult to rehome. In 2025, the refuge facilitated the adoption of 146 animals, including dogs, cats, birds, and turtles.
While studies are underway for a new shelter in the Tiesner Auen site to serve the western part of the province, there are currently no concrete projects to expand the existing Sill facility. Additionally, no formal agreements exist between the health authority and private shelters to manage overflow when public facilities reach capacity.
In a separate case of animal rescue, the final of 23 poodles recovered from an illegal breeding operation in Marano Vicentino has been adopted. The dogs were seized in March 2026 and transferred to the Schio Dog Park, where they underwent medical and behavioral rehabilitation to prepare them for domestic life.
