Animal welfare and pet safety concerns in Italy

Overview

Animal welfare concerns in Italy continue to manifest through reports of abandonment, mass pet disappearances, and systemic shelter challenges. In Rome, an abandoned dog was recovered near the Prenestina station, while the Bologna and Veneto regions reported an alarming spike in missing cats, with over thirty disappearances noted in the Valsamoggia area. Local officials and animal rights groups have called for investigations to determine if these incidents constitute a coordinated pattern of theft. Parallel to these concerns, rescue and adoption efforts continue. In Sicily, volunteers and veterinarians have worked to rescue dogs from extreme overcrowding and cruelty cases, such as a facility in Palermo housing over one hundred dogs. In other regions like Taranto and Lazio, organizations are focusing on finding homes for long-term shelter residents. Recent data highlights the strain on infrastructure. At the Sill refuge, provincial assessor Luis Walcher indicated that as of June 2026, the facility faced high occupancy with only one kennel remaining free, and 21 of the 31 dogs housed were considered difficult to rehome. While studies are underway for a new shelter in the Tiesner Auen site, there are currently no concrete projects to expand the existing Sill facility. Individual cases of neglect and successful rehabilitations also persist. In Marano Vicentino, the final of 23 poodles recovered from an illegal breeding operation in March 2026 has been adopted. In October 2026, authorities intervened in Corropoli, where four unchipped dogs were found in inadequate conditions, and in Torino, where a Chihuahua named Cicci was rescued from a dark, cramped storage room. In October 2026, volunteers in Gela, led by Giulia Cassaro of the association V.I.T.A. Randagia Odv, issued an open letter to the mayor denouncing the lack of structural institutional support and the reliance on personal funds for veterinary costs.
