Animal welfare services expand in Tlaxcala and Toluca

Animal welfare authorities in Tlaxcala and Toluca are reporting significant progress in community veterinary services. In Tlaxcala, the Animal Welfare Coordination has provided over 9,700 services as of August 31, including 3,852 sterilizations and 210 responsible adoptions. To address animal overpopulation, the agency is launching a new modality for its “Leaving a Mark for the Welfare of your Community” program, with registrations for free sterilization sessions opening in October and November for the first half of 2027.

In Toluca, the Northern Extension of the Animal Control and Welfare Center (CCyBA) has completed 2,100 sterilizations and 470 rabies vaccinations within eight months of its opening. Mayor Ricardo Moreno has highlighted the use of mobile units and the CEVMAR program—which focuses on capture, sterilization, vaccination, marking, and return—to manage street animal populations and promote responsible pet ownership.
