Anti-Corruption Commission reports rising public finance recovery amounts

An analysis by the Anti-Corruption and Civil Rights Commission of approximately 522,000 cases of public finance misappropriation between 2023 and 2025 reveals that while the number of recovery cases has decreased, the total amount recovered has increased.

Between 2023 and 2025, the number of recovery cases dropped from 210,322 to 141,781, a decrease of approximately 32.6%. However, the total amount recovered rose from 110.8 billion won to 129.6 billion won, an increase of 17%. Consequently, the average recovery amount per case rose by 73%, from 530,000 won to 910,000 won.

The Commission categorized the misappropriations into three types: ‘intentional’ (fraudulent claims), ‘large-scale’ (high recovery amounts), and ‘overpayment’ (delayed updates to income or eligibility status). Overpayments accounted for 73.5% of all recovery cases, frequently occurring in social insurance, livelihood benefits, and housing benefits.

High-risk areas for intentional fraud include youth employment support programs. Large-scale misappropriation was most notable in livelihood benefits, housing benefits, and social insurance support, with rapid increases seen in eco-friendly vehicle subsidies and clean workplace establishment funds. The Commission plans to launch a concentrated reporting period for subsidy misappropriation in October.
