Overview
South Korea has reported significant developments regarding its national finances and anti-corruption efforts. An audit by the Anti-Corruption and Civil Rights Commission of 311 public institutions identified 14,178 cases of improper public fund receipts, resulting in the recovery of 1,296 billion won and 500 billion won in penalties. This represents a 24% rise in recoveries and a 74% increase in penalties compared to the previous year. An analysis of misappropriation cases between 2023 and 2025 shows that while the total number of recovery cases dropped by approximately 32.6%, the total amount recovered rose by 17% to 129.6 billion won. This increased the average recovery per case by 73%. The Commission categorized these into ‘intentional’ fraud, ‘large-scale’ misappropriation, and ‘overpayment’, with overpayments accounting for 73.5% of cases, frequently in social insurance and housing benefits.
Concurrently, the Ministry of Economy and Finance reported that the nation’s managed fiscal balance deficit for the first half of the year reached a three-year low of 84.4 trillion won, a 9.9 trillion won improvement year-on-year. This was driven by total revenues rising to 381.9 trillion won, fueled by increases in income, corporate, and value-added tax. However, central government debt reached 1,338.5 trillion won by the end of June, an increase of over 70 trillion won compared to the end of last year.
