Antioquia Governor's Office Audit Finds 4.7 Billion‑Peso Misuse

The National Superintendency of Health released an audit of the Antioquia Governor’s Office that identified 23 findings of alleged administrative, fiscal and criminal irregularities. The report alleges the possible diversion of 4.7 billion Colombian pesos from the General Participation System (SGP), originally earmarked for public‑health services in municipalities of categories 5 and 6. The funds were transferred to accounts of State Social Enterprises (ESE) without contracts and outside master accounts, with some money routed to the municipality of Guarne (category 2). Financial returns on the transferred resources remained in accounts of the Institute for the Development of Antioquia (IDEA) rather than returning to the master accounts.

The audit also highlighted two negligence cases involving the Embera indigenous community: the death of a pregnant girl under 15 and the delayed registration of a child’s death for 138 days. Six disciplinary proceedings have been opened with the Attorney General’s Office and four with the Comptroller General. The findings were forwarded to the National Prosecutor’s Office for further investigation.
