UN Chief Guterres calls for global governance reform at SCO summit
At the Shanghai Cooperation Organisation (SCO) summit in Bishkek, Kyrgyzstan, UN Secretary-General António Guterres called for urgent reforms to global governance. He argued that international institutions, including the United Nations and the Bretton Woods system, must be updated to reflect modern geopolitical realities and the shift toward a multipolar world. Guterres emphasized that increasing the representation and influence of developing nations is essential to building a just international order.
Guterres identified four key areas for deeper cooperation between the UN and the SCO: global security, development financing, climate action, and AI governance. Addressing security, he expressed deep concern over ongoing conflicts in Ukraine and the Middle East, calling for an end to the “madness” of war and urging maximum restraint to prevent further escalation. He specifically highlighted the need to protect freedom of navigation in the Strait of Hormuz and Bab el-Mandeb.
Simultaneously, SCO leaders, including Chinese President Xi Jinping, advocated for the organization's role in shaping more equitable global rules. Xi emphasized building partnerships rather than alliances to provide a counterbalance to existing Western-centric structures. The summit also saw member states issue a declaration condemning military strikes on Iran and calling for a diplomatic resolution to the Palestinian question.
