Arequipa Flagrancy Unit reports resource shortages

The Flagrancy Unit in Arequipa, Peru, has resolved between 5,000 and 6,000 cases since its establishment in May 2024. The unit functions as a rapid response mechanism by integrating the Judiciary, the Public Ministry, the Public Defense, and the National Police of Peru within a single infrastructure.

Coordinating judge Dr. Walter Marroquín Aranzamendi noted that the system aims to resolve flagrant crimes within 72 hours, with over 90% of cases meeting this deadline. In instances where charges are accepted, cases are often resolved in under 48 hours. Sentences issued by single-person courts have ranged from six days to 14 years for aggravated robbery.

Despite these efficiencies, the unit faces operational limitations due to a deficit of prosecutors and police officers. The most frequent crimes processed include theft, robbery, document forgery, and resistance to authority.
