Argentina allows universities to charge foreign students without permanent residency

The Argentine government confirmed that public universities can charge tuition fees to foreign students who do not hold permanent residency. The clarification was given by Alejandro Álvarez, the subsecretary of University Policies, who cited Decree No. 366/2025 that took effect on 28 May 2025. Under the decree, free undergraduate education remains limited to Argentine citizens and foreign students with permanent residency, while institutions may set fees for others, though scholarships may still be offered through international agreements.

The announcement comes amid political debate, with the libertarian coalition La Libertad Avanza pushing for further tuition and hospital fees in Buenos Aires Province. The government’s ratification seeks to address widespread queries from universities about the legal framework for charging non‑resident foreign students.
