Argentina widens debate on fees for non‑resident foreigners

Overview

On 27 July 2026 the La Plata city council received a draft ordinance from PRO bloc leader Nicolás Morzone to surcharge municipal services for non‑resident foreigners, exempting emergency assistance and services guaranteed free by law, and allowing reciprocity exceptions. Simultaneously, Salta deputy Alejandro Esper introduced legislation requiring the National University of Salta to charge tuition to foreign students, with revenues retained by the university. Both measures cite Decree 366/2025 and are promoted by President Javier Milei’s government as a means to preserve free services for citizens while achieving fiscal balance.

The following day, presidential spokesperson Adrián Ravier claimed that 39 % of regular students in the University of Buenos Aires Faculty of Medicine were foreign, a figure refuted by UBA vice‑rector Emiliano Yacobitti and corroborated by other universities, which reported foreign enrolment of 6.1 % in medicine and 2.5 % overall in 2026.
