Advice includes keeping pets in sheltered, insulated spaces, providing blankets, elevated resting spots, fresh water that does not freeze, and maintaining up‑to‑date vaccinations and deworming. Owners are urged to watch vulnerable animals such as puppies, seniors and short‑haired breeds, and to check cars for hidden cats before starting engines.
In Chile, legal scholars cite Law No. 21.020 – the “Ley Cholito” – which obliges pet owners to ensure suitable shelter against rain and low temperatures. Failure to do so can be classified as animal abandonment and may result in fines of 1–30 UTM and possible criminal liability for severe neglect. The law emphasizes that protection from adverse weather is a core part of responsible pet ownership.
