Latin American municipal animal welfare
Overview
Municipal animal-welfare programs in Latin America continued to expand through September 2026, focusing on sterilization, vaccination, and adoption. In Brazil, veterinary assistance programs in Paraná intensified, including the ‘Vet-Móvel Paraná’ program and a neutering campaign in Guaraqueçaba. Other Brazilian cities like Marília and Bauru also launched specific sterilization initiatives. In Brazil, São José expanded access to free sterilization for dogs and cats, providing 300 spots at a recent initiative in the Areias Gymnasium. The city aims to surpass 7,500 sterilizations within a 12-month period to prevent abandonment. In João Pessoa, the ‘Sábados da Proteção Animal’ (Animal Protection Saturdays) program offers scheduled sterilizations and rabies vaccinations to assist owners unable to access services during the work week, averaging 617 surgeries per month. Recent rabies vaccination drives have intensified across several Brazilian municipalities to prevent zoonotic spread. In Dourados, a drive-thru event vaccinated 1,504 dogs and cats, while Primavera do Leste immunized nearly 1,800 pets during its first stage. Virgínia, MG, also conducted vaccination efforts. In Rio de Janeiro, 141 posts were established in the North and Southwest zones to target healthy animals over three months old. In Natal, authorities reported vaccinating over 72,000 animals, aiming for 80% coverage through door-to-door visits and fixed posts. Other active campaigns include Goiânia, Cassilândia, and Poços de Caldas. In Argentina, efforts expanded through rabies vaccination campaigns and the deployment of a ‘Castramóvil’. In Neuquén, a municipal adoption event at Parque Norte resulted in 44 animals—42 dogs and two cats—finding homes, an initiative Luciana De Giovanetti described as “super successful.” Additionally, Tafí Viejo began awareness campaigns regarding animal cruelty laws, while San Miguel de Tucumán launched a digital platform for scheduling free sterilization appointments. In Mexico, services expanded in Aguascalientes, Tecate, and Piedras Negras.
