Argentina introduces AI regulations for advertising and public administration
In Argentina, new legislative and municipal initiatives are addressing the regulation and implementation of artificial intelligence.
In Buenos Aires province, Deputy Viviana Romano has introduced a bill requiring all commercial, institutional, audiovisual, or digital advertisements created or modified with AI to include a visible warning. The proposal aims to protect consumer rights by ensuring transparency, as synthetic content can make it difficult to distinguish between real and artificial representations. The bill specifies that warnings must occupy at least 3% of the advertisement's surface with contrasting typography. For audiovisual content, the warning must remain on screen permanently, while radio advertisements would require a verbal disclaimer. Non-compliance could be treated as deceptive practice, leading to fines or the cessation of the advertisement.
Meanwhile, the city of Bariloche has enacted Ordinance 3612 to promote the responsible use of AI within public administration. Promulgated by Mayor Walter Cortés, the ordinance establishes the Municipal Innovation Program with AI. This program seeks to use AI technologies to improve public management, strengthen institutions, and innovate citizen services. The initiative focuses on the ethical, transparent, and secure use of AI, emphasizing human supervision and the protection of fundamental rights through the Subsecretariat of Technology and Systems.
