Spain Tightens Pet Balcony Ban While Latin America Expands Animal Protection

Spain’s new Animal Welfare Law prohibits the permanent keeping of dogs or cats on balconies, terraces, patios, rooftops, storage rooms or vehicles, imposing fines that can reach up to €50,000 for serious violations. The regulation, which took effect in 2023 and remains under public debate, aims to prevent neglect, exposure to extreme temperatures and animal distress.

The city of León approved a municipal protocol for the ethical management of its 84 cat colonies, establishing a mandatory capture‑sterilize‑return (CER) program, detailed census tracking and veterinary oversight. The protocol bans indiscriminate removal or euthanasia of community cats except for humanitarian reasons.

In Argentina, the animal‑rights NGO Sinergia Animal is lobbying for mandatory egg‑labeling that would disclose the production system (cage, free‑range, etc.). Argentina currently leads global per‑capita egg consumption, averaging 400 eggs per person per year.

A viral video showing a dog chained in a storm prompted a criminal investigation by the Vice‑Prosecutor’s Office for Crimes against Animals. The owners face potential prison terms of six months to three years and fines ranging from 12,000 to 22,000 pesos.

Police rescued eight Cane Corso puppies that were being sold illegally from a vehicle lacking permits, proper ventilation, water or food. The puppies, aged about three months, were taken to a veterinary clinic for care and placed with rescue organisations.
