In August 2026, further regulations clarified that private individuals are prohibited from breeding. Sales are also restricted to registered breeders and must be formalized via written contracts.
Legal disputes have emerged regarding community living; courts in Vigo upheld that condominium statutes can lawfully ban pets if justified by coexistence or hygiene, even under the new welfare law. Additionally, the law mandates civil liability insurance for dog owners and provides subsidies for veterinary care for victims of gender-based violence.
To improve traceability and curb abandonment, an amendment mandated electronic identification for all domestic cats. Cats must receive a 15-digit microchip before three to six months of age, or upon adoption/purchase, and be registered in regional databases like the RIAC. This aligns with forthcoming EU regulations for universal pet microchipping. Compliance is monitored by veterinarians, shelters, and law enforcement.
