Argentina President Javier Milei issues DNU to expel foreigners for hate speech

President Javier Milei signed Decree of Necessity and Urgency (DNU) 681/2026, amending the Migration Law (No. 25.871) to add a cause for cancelling residence permits and deporting foreign residents who incite hate, discrimination or violence against the Argentine people or insult national symbols. The decree authorises the National Directorate of Migration to enforce these expulsions.

Human‑rights groups and migrant advocates warn that the measure is overly discretionary and could be used to silence opposition, describing it as a “mordaza institucional”. Critics argue it may be unconstitutional and risk arbitrary expulsions of vulnerable migrant communities.

The government announced the change via a tweet from the President’s Office, stating the decree targets “messages of hate, discrimination and/or violence against the Argentine people or its symbols”.
