Overview

In late July 2026 Argentine President Javier Milei signed Decree of Necessity and Urgency No. 681/2026, amending the Migration Law to create a new ground for cancelling residence permits and deporting foreign residents who incite hate, discrimination or violence against the Argentine people or insult national symbols. The decree took immediate effect and requires the text to be sent to Congress for review within ten business days.

The measure was presented by Milei as a response to an alleged “anti‑Argentina campaign” that intensified after the 2026 World Cup and, according to him, was financed by Brazil, Mexico and the U.S. Democratic Party, raising diplomatic friction with Brazil. Opposition legislators, constitutional scholars and human‑rights groups quickly denounced the decree as overly broad, vague and potentially unconstitutional, warning it could be used to silence dissent and target vulnerable migrant communities. The government announced the change via a presidential tweet, emphasizing the goal of combating hate messages against the Argentine people and its symbols.
