Argentina's Vaca Muerta drives massive investment and infrastructure challenges

Argentina is experiencing one of its largest economic transformations centered on the Vaca Muerta shale basin. Under the Regime for Incentive for Large Investments (RIGI), 39 projects worth US$121.2 billion have been presented, with 15 already approved for US$20.2 billion and another 23 under evaluation for over US$100 billion—an amount exceeding 20 % of the country’s GDP. Energy projects dominate, accounting for roughly US$78.3 billion, and the province of Neuquén leads with more than US$63.4 billion in commitments.

While the influx of capital promises export growth, the rapid expansion has exposed severe infrastructure bottlenecks. Roads, railways, pipelines, electricity grids and water services are operating at or beyond capacity, limiting the ability to move resources and labor. The articles argue that coordination among operators, national and provincial governments, unions, universities and local communities is critical; without aligned incentives, rational decisions by individual actors could produce sub‑optimal outcomes, echoing classic game‑theory concerns.

To address these gaps, policymakers propose a blend of public and private financing mechanisms, such as multilateral credits, provincial debt issuances, dedicated trusts and private‑sector participation in traditionally state‑run projects. However, the authors caution that private investment alone cannot cover collective‑good infrastructure like schools or secondary roads, emphasizing the state’s indispensable role in territorial planning, equity and universal service provision.
