Argentina Judiciary investigates alleged diversion of SISVIAL road funds
Federal Judge Ariel Lijo has launched an investigation into the alleged misappropriation of funds from the Integrated Road System (SISVIAL), a trust funded by fuel taxes intended for national route maintenance. The investigation follows criminal complaints filed by national deputy Victoria Tolosa Paz and La Rioja Governor Ricardo Quintela.
According to the complaints, while approximately 1.5 trillion pesos were assigned to the system during the first two and a half years of the Milei administration, only 394,406 million pesos were actually used for road works and maintenance, representing an estimated under-execution of 73.8%. Furthermore, as of May 31, 2026, over 1 trillion pesos from the SISVIAL fund were reportedly placed in fixed-term deposits and Treasury bills rather than being used for infrastructure.
Judge Lijo has requested detailed information from the Ministry of Economy, led by Luis Caputo, the Chief of Cabinet, and the National Road Directorate to clarify the destination of these resources. The complaint formally accuses Minister Caputo and officials from the National Road Directorate and Banco Nación of aggravated misappropriation of public funds.
