Armenia plans formal EU membership application by 2027 or 2028

Armenian Prime Minister Nikol Pashinyan has announced that Armenia could formally submit an application for European Union membership as early as 2027 or 2028. This strategic shift signals a significant distancing from Russia, Armenia’s long-term security and economic partner.

Pashinyan stated that the government is working to create alternatives so that the Armenian people have a choice in the country’s future direction. He emphasized that democracy is a strategic choice for the nation and noted that the EU has been a key partner in democratic reforms. While pursuing EU integration, Armenia does not currently plan to leave the Russian-led Eurasian Economic Union (EAEU), despite Moscow’s warnings that membership in both organizations is incompatible.

The geopolitical pivot follows strained relations with Russia, exacerbated by Moscow’s perceived failure to provide adequate defense during conflicts with Azerbaijan in 2020 and 2023. Armenia has already suspended its participation in the Russian-led Collective Security Treaty Organization (CSTO). In response to Armenia’s pro-Western trajectory, Russia has imposed trade restrictions on Armenian agricultural exports and threatened to adjust energy supply costs.
