Armenia EU integration and foreign policy

Overview

Armenian Prime Minister Nikol Pashinyan indicated that the government may formally apply for European Union membership as early as 2027 or 2028. Pashinyan described this potential move as a strategic choice to protect democracy and diversify political and economic relations. He noted that Russia has threatened retaliatory measures, such as the suspension of energy supplies, in response to this shift.

In discussions regarding the 2027 state budget, the Armenian National Assembly reviewed increased funding for the Ministry of Foreign Affairs and International Trade. The budget includes significant allocations for international cooperation, specifically designating 41.8 billion AMD for programs supported by European Union countries. Meanwhile, 41 billion AMD is allocated for programs involving Eurasian regional organizations. Foreign Minister Ararat Mirzoyan stated that the government continues to focus on sovereignty, fostering a peaceful environment, and pursuing a peace agreement with Azerbaijan.

Regarding the potential EU application, Pashinyan noted that the process to reach a final decision on the application has already been initiated. This shift toward Brussels could further distance Armenia from the Russian sphere of influence. Pashinyan emphasized that the government is working to create alternatives so the Armenian people have a choice in the country’s future direction. While pursuing EU integration, Armenia does not currently plan to leave the Russian-led Eurasian Economic Union, despite Moscow’s warnings that membership in both organizations is incompatible. This pivot follows strained relations with Russia, exacerbated by Moscow’s perceived failure to provide adequate defense during conflicts with Azerbaijan in 2020 and 2023. Armenia has already suspended its participation in the Russian-led Collective Security Treaty Organization (CSTO).
