Yerevan municipal officials face allegations of misconduct and threats

Controversies are emerging within the Yerevan municipal government regarding the conduct of appointed officials. Reports indicate a growing gap between Mayor Tigran Avinyan’s social media portrayals of efficient governance and the internal administrative reality.

A specific incident involves Sasha Katvalyan, the head of the Malatia-Sebastia administrative district. Liana Davtyan, head of the district’s education, culture, and sports department, has filed written complaints with the Prime Minister and the Mayor, alleging that Katvalyan made physical threats against her during a meeting on September 14. Katvalyan has denied these allegations, stating his actions were related to workplace discipline.

Additionally, Nvard Nazaretian, a department head in the same district, has publicly claimed he was pressured to resign and faced disciplinary remarks after refusing to do so. These incidents have raised questions regarding the personnel policies and management within the Yerevan administration.
