Armenian local governance and political tensions

Overview

Internal administrative controversies have emerged within the Yerevan municipal government. In the Malatia-Sebastia district, allegations of misconduct have been leveled against district head Sasha Katvalyan. Liana Davtyan, head of the district’s education, culture, and sports department, filed complaints alleging Katvalyan made physical threats against her during a meeting. Katvalyan has denied these claims, asserting his actions were related to workplace discipline. Concurrently, department head Nvard Nazaretian claimed he faced disciplinary remarks and pressure to resign.

Following these administrative issues, the political focus shifted to local government elections. Members of the opposition, including Mamikon Aslanyan of the ‘Strong Armenia’ faction, criticized the results, alleging that ruling authorities are undermining local political life. Aslanyan claimed that in roughly one-third of communities, a lack of competitors created an environment reminiscent of “Soviet-era electoral traditions.” The opposition expressed concerns that communities led by non-government-aligned candidates may face deprivation of state support and development programs.
