Armenia: 27 Deaths in Prisons Over Past Year
In the last twelve months, 27 people died while detained in Armenian correctional facilities. The Justice Ministry confirmed that ten of the deaths were suicides, while the remaining seventeen resulted from health problems that the report says were clearly incompatible with the conditions of confinement. A significant number of the deceased were pre‑trial detainees who had not yet been convicted, meaning they were still protected by the presumption of innocence. Armenian criminal‑procedure law (Article 10, paragraph 1, point 5) guarantees incarcerated individuals the right to medical care, and a 2006 government decree also allows them to seek treatment from private medical specialists. Critics argue that these legal guarantees are often ignored, leaving detainees without necessary medical assistance. Justice Minister Sarguhi Galoyan has publicly emphasized the need for a reformed, humane criminal‑justice system, noting that on average three prisoners die each month in the country.
