Overview
In late July 2026, Armenia’s Justice Ministry reported that 27 people had died while detained over the previous year, including ten suicides and seventeen deaths linked to health problems that officials said were incompatible with prison conditions. Critics highlighted that many of the deceased were pre‑trial detainees, whose legal right to medical care is guaranteed by national law but often ignored.
The following day, representatives of the Armenian Human Rights Defender met with officials of the Penitentiary Service to discuss the systemic issues raised by the mortality report. The discussion focused on improving external communication for detainees, enhancing reintegration processes, and addressing specific needs of women, children, and minors, especially regarding medical care and protective measures. Both sides pledged to continue such meetings to swiftly address identified problems and to uphold the state’s responsibility for the rights of persons deprived of liberty.
