Armenian Prime Minister Nikol Pashinyan asked Russian President Vladimir Putin to help resolve recent Russian restrictions on Armenian exports, stating that the measures breach bilateral agreements and the rules of the Moscow‑led Eurasian Economic Union (EAEU). In response, the Kremlin said Putin urged that Armenia hold a nationwide referendum on joining the European Union "as soon as possible".

Russia had temporarily banned imports of a range of Armenian products, including fruit, vegetables, flowers, fish and alcoholic beverages. Armenia relies heavily on Russia for energy supplies, and Russia accounted for about 35 % of Armenia’s foreign trade last year. Moscow has warned that continuing the push for EU membership could lead to Armenia’s suspension from the EAEU. Pashinyan visited Russia shortly after his party’s re‑election win in June to discuss these issues.
